Asus G20 i7 only boots with onboard HDMI while GPU power supply disconnected

I have an Asus G20 i7 with a GTX970 GPU that will only boot when the on board HDMI is used and the GPU power supply is disconnected.

When the GPU power supply is plugged in it doesnt boot at all even to with the on board video.

I have swapped the GPU and riser card, still doesnt fix the issue, also defaulted the BIO and made the PCIE the primary video card, dont remember the exact option.

Has anyone had a similar problem with a solution?

The power supply for the GPU is getting warn and I believe it has an LED that lights up but Is it possible the power supply is bad?
