    This request is offtopic here in a specific ROG motherboard section.
    Premiere is highly dependant on CPU, since the GPU accelerated effects are really few and partially accelerated.
    GPU side, AMD openCL is slower than nVidia CUDA Mercury engine, so go for a nVidia GPU card.
    So just pick the best CPU around for your budget (AMD 2700x is an easy winner here)
    RAM side: doesn't matter, 8Gb is just fine for Premiere. 16Gb is enough for almost everything

    You can get up to 10% better results, so if your render takes 1:30 hours after it will take 1:20 hours. Worth 300$? Your choice
