So, I just swapped over to the Asus Zenith from an AsRock Fatal1ty. My 1950X would always OC to 4.1Ghz with 1.4v.

Unfortunately it seems that Asus has some sort of 'safety' feature that trims back to voltage under load to around 1.35v under all the load line settings, thus causing the system to hang.

So my question is, where is this setting in the menu? And yes I have a water block on the VRMs.
