Noob question; cpu ghz at idle

High performance power plan, minimum processor state set at 5%. Task manager shows CPU at 1% utilization, GHz at full 3.9. is this normal?

On balance power plan CPU idle GHz at 2.0. Go to taskbar click battery icon move slider to performance; at idle GHz goes to 3.9. Is all this normal behavior?

Yes, with a balanced plan it keeps the clock lower and will adjust it automatically as load varies. With high performance you are telling the CPU to stay at a higher clock which makes the system snappier at the cost of power consumption.
