If your used to over clocking Pascal or Titan V, you won't have any problems, there is the new OC scanner built into over clocking software which does a very good job and should make it easier for the average Gamer on the GPU, memory still has to be entered manually, my card will bench at +700 on the memory and 2040mhz GPU on stock air cooling, I have an EVGA 2080ti Ultra which has a very larger heatsink, if I manually set fans to 100% it never exceeds max temps but like Pascal should clock a little higher if keep under 30 degrees C.
This could change some with software that uses real time RT

EVGA released a new bios for their cards on release day which changed the power target from 120% to 130% so where you see reviews using +190 on GPU, I am at +120 for 2040mhz.

Something I am not sure of yet is the supposedly 2 different dies being used, one for FE allowing OC, and one for AIB partners not allowing a OC. I will remove my heatsink and replace TIM soon and take a picture of the die and compare it with others to see if they have different markings

i did test the 411.63 driver. I did not like it. I use 2 screens and give some glitch on images inside the windows page, was so bad. i get back to the 399.24 and all gone. weird. I was expecting get the 2080, but as Mentol, i have to cover many obligations since i went down the hill in the income part back in march. But we are here, and we are strong. we all ready have the 2080 series sold here in zotac and 2080ti arrive yesterday. i don not expect to get one to expensive here. i put together a computer here for a friend and building slowly another for me for the streaming, but since my internet is so BAD, i put a hold on it. I now that the gpu will deliver. As many new products will come around. IF a friend of mine get the 2080ti i will get his 1080ti oc for a long term payment.

I don't think overclocking is locked on the other SKU, it simply means no factory overclocking. The best tell (besides taking the cooler off) will be to look at factory clocks on the card of choice. If they're below the FE boost clocks then it's likely not the -A SKU. Not sure if they're basing it on ASIC quality or not, either.
