Maximus VIII Hero Bios 3802 FCLK Frequency setting

Just updated to bios 3802 from 2202 ( I know its a old ass bios but I had no problems so I stuck with 2202 ) and was wondering about the new Tweakers Paradise bios setting for FCLK Frequency. It now is listed as FCLK Frequency for Early Power On when before it was just FCLK Frequency. I would always change it from 800MHz to 1GHz when I set up my OC profile, does the FCLK early power on setting have the same effect?

What else has changed with this BIOS?
Advanced\System Agent (SA) Configurations\Graphics Configuration\Primary Display = no longer able to select PCIE
Advanced\PCH Storage Configuration = No longer able to rename SSD or hard drive
BIOS boot time increased approximately eight seconds
A BIOS screen comparison between the BIOS versions will show you the deletions and additions.
