Hello, my laptop is an ASUS ROG GL753VE (Nvidia GTX 1050ti, i7-7700hq, 16gb ram).

The problem - History: at the end of August 2018, I had a problem with the fans, 30seconds after I turned the PC on, didn't even log in, the fans would ramp up to max speed. Since this is a single fan profile, I checked both the usage (below 10% for both CPU/GPU) and the temperatures, which were both very cool (35 degrees for the CPU and 40 degrees Celsius for the GPU). I did everything I could get my head to think, uninstalled apps, cleared stuff, scanned for viruses... and after updating the BIOS and reinstalling ASUS Gaming Center and restarting the PC, the problem went away.

The PRESENT problem: So yesterday evening I was doing the usual stuff, checking some emails and listening to some youtube, when the fans ramped to the max again. As I knew the problem, I did the exact same steps as last time (although I could not update the bios since I already had the last version)... but to no avail... the fans were still going bat**** crazy. When I was checking the temps for the 100th time that day, since I felt the laptop was slower than usual, I noticed my CPU clock speed was at 0.88GHz, but paid no mind to it.

Seeing as I had nothing of importance on the laptop, I decided to reset windows to factory settings, which went according to plan but again... to no avail. The fans are still going full speed and the PC is still slow as hell, with the cpu never going above 0.88GHz (28% in task manager)... even when I was running benchmarks like Cinebench or Prime95. BUT, my GPU performance remains the same, keeping the same framerates as before while running Unigine Heaven benchmark.

I have restored bios to default settings, checked the power plan and CPU power management.

I have noticed that for 30 seconds after I log in, the full clock speeds are achieved, but as soon as the fans kick in, the clock speed drops to 800MHz
I am getting tired of banging my head against the desk trying to figure what is going on... any solutions? Thanks in advance!

By what XTU says, there is no thermal throttling or power limit throttling. All this happened the day after I updated my Nvidia drivers. Since then I rolled back the driver, and later reset windows, no results.
