The GPU clock is at default until the software clocks it. So yes if its either not running or uninstalled it defaults to factory settings. One of the things I wasn't impressed when buying a board labeled OC. Other manufacturers sell you a board labeled OC its at the specified clock settings out of the box no further intervention necessary.
