XMP boot into post safemode

ASUS MAXIMUS XI HERO (WI-FI)
i9 9900k
Corsair Vengeance LPX DDR4 4000MHz 32GB (2x16GB, Tested - 4000MHz - 1.35V - CL19 - 19-23-23-45)

Putting XMP profile I or II results in safemode post.
Have tried pumping voltages up,
DRAM: 1.4v
CPU VCCIO: 1.2v
CPU System Agent Voltage: 1.25v

Havent gone higher since a guide I checked out did recommend not going any higher. Have gotten both XMP profiles to work (without changing voltages), if i change frequency to 3600MHz. However that puts it with 4000MHz timings on 3600MHz. Anyhow id like it to work at 4000MHz as thats what ive paid for.

Is something busted? Was under the impression 4000MHz would work fine with XI hero and i9 9900k

I have a Z390-E with GSkill 4266MHz, and I went with 1.35v VCCIO, 1.45v RAM (YMMV), 1.40v System Agent. See if that helps for you. I took into account my LLC too, which worked for me.

POSTed in safemode with those voltages. My LLC is set to 6 atm

Have tried dram voltage to 1.5v, VCCIO 1.35v and SA to 1.35v. Still wont boot, is there anything else i can try? Im not sure how high i can go safely but feels like im up at the top?

The IMC of your cpu is going to be a factor too of course.

Could you run memtest at the settings you can get the memory to post at. I would be interested to see if there is anything kicked back.

Also could you try different slots and see if that helps at all. (assuming you have not done so already)

Ran a memtest with stock without errors. Running memtest atm on XMP I and only changed to 3600MHz from 4000MHz.

Also tried to boot with dram 1.55v, VCCIO 1.4v and also SA at 1.4v, tested maximus tweak mode 1&2 and LLC 6&7 if that makes a difference. Still no success

Edit: i havent tried different slots, only the 2 recommended ones*

If testing memory stability when overclocking, I would consider HCI Memtest Pro or Ramtest. Memtest86 will not tell you much on this platform beyond faulty modules.
