load new bios, install ime and chipset drivers and try again. BTW. I will asume that the OS is 1809 with a license. I did experience these.

    1. the codes ARE NORMAL is on ALL BOARD. There are 4 lights is the lights are of no problem.
    2. If you are using Samsung nvme driver DO NOT USE IT.
    3. BE SURE, last bios, last ime, last chipset drivers are in.

the codes settled out, after I did the install on one core. the windows version and bios are up to date.

    could the cpu be faulty?

couldn't load windows, or drivers on a different z390 board. it wouldn't install the chip set drivers from the cd. display issue's, same as hero board

I go back to the asus hero board.

I installed windows, drivers, updates with one core with on board graphics. I put my 2080 in and bumped the cores up to 8. I could not install ge-force experience or graphics drivers. I re do it all again on one core again but I keep it on running on one core and my 2080 installs easy.

I have it on 8 cores now to test to see if I get errors, or to see if it will crash. I still think there an issue, I think its involving the cpu.
