I have the ROG Swift PG27UQ since January 2019 and I have never had a fan problem, its noise is discreet, it turns off at most 10 minutes to 1/4 hour after clicking the on /off button without unplugging it. Its standby system works well and the fan also stops in this case.
I had the problem of flashing black screen when HDR is activated in Games when I changed the volume of the sound and only in this case and it was a problem of the Nvidia Geforce graphics drivers, for several months their drivers no longer generate this problem but they can inadvertently leave the next pilots having this problem again. It is always a good idea to keep a copy of Nvidia drivers that are working well.
I got a good screen and bought it from a serious computer hardware supplier. this one offers a 2-year warranty on the equipment it sells plus a 0 dead pixel guarantee up to 3 months after purchase.

For me, the problem has nothing to do with the sound.
Even when I watch an HDR YouTube video, the screen keeps turning on and off.
As soon as I start Cod, the monitor also restarts over and over again.

You think it's a driver problem?

Some think it may be a lack of power from the power supply. Maybe the graphics card is lacking in power. But I don't have this experience it's just a guess.
