Question CPU C-states causing my monitor to power off when computer is idle

I recently built a new computer with a 9900K on a Maximus XI Formula.I have been having a tough time getting the monitor (PG278Q) to not power off when the computer is idle when using CPU c-states.The only way I can seem to get the monitor to not power itself off is by disabling CPU C-states and then I am stuck at 4.7 Ghz and it will not boost to 5.The monitor is connected to a Strix 1080ti video card and I have 32Gb of gskill 3200 ram.I am hoping to be able to set c-states to enabled so the CPU can save power when not in use and boost to 5 Ghz when needed.Has anyone had a similar issue or may know what is causing this issue?

Yes I have to set the power plan to High performance and the Display to turn off after two hours of inactivity.

I have taken out and reseated the cpu.I have replaced the original 1200W Seasonic Power supply with an EVGA 1000W one.I unplugged all extra SSD's except the Samsung 970 EVO NVMe drive I have the OS on.I tried without my sound card in as well. All ending with the same result.

To get voltage and frequency drop use CPU and package in C1 to C3 state, not higher. Maybe this will fix your issue.

I tried enabling c-states with disabling all the individual C4 ,C5,C6 states etc but the issue still eventually (sometimes before I even log into Windows 10 X64) occurs once I have switched to the balanced windows power plan.

Thank you both for attempting to help me with this issue.

I have tried a bunch of different settings for the balanced windows power plan and each time I have had the same issue.
