Since you have and Corsair AIO there is no real need to set your case fans to be controlled by CPU temp, because the AIO is doing this for you. I suggest to set the temp control by PCH and have it run either by a set temperatures with a maximum of say 50C or use one of the profiles e.g., Standard.
However if you do want to stick to CPU temp control for your case fans, then yes, have a 12 sec ramp down time as well as a 12 sec ramp up time.
But before doing this, please run the q-fan tuning utility after setting up all fans to PWM. Here is a screenshot showing where this utility is in the BIOS [just click the Q-Fan Tuning or highlight it and press Enter on your keyboard. Your fans will begin to spin up at full speed right away then slow down over time until they stop]:
If you take note my BIOS is set up so that my Corsair AIO is plugged into the AIO_Pump header, which run the water pump at 100% and I have disabled the CPU Q-fan Control because I have no fan plugged into the CPU fan header, to prevent the "No CPU Fan detected" error message at boot up.
