I tried all things:

In Bios disable fastboot and enable Power on by PCI-E

in windows disbled fast boot and in network adapter

i tried to power pc with android apps in ports 7 or 9 and nothing.
Waht is the problem?

There is a WOL setting in the BIOS. Its turned off by default.
