Software bug or did I win the silicon lottery?

Was monitoring temps and fans speeds while playing games today, and noticed this strange reading in HWInfo. Noticed the same yesterday too, but values were lower.

System Specs:
CH VII / 2600X / GSkill FlareX 3200 CAS14 / EVGA G3 1KW PSU / Noctua NH-D15S CPU cooler with 2x120mm fans / Fractal Design Meshify C / 2x140mm Front intake fans / 1 x 120mm exhaust fan.

Is this for real or a Software / Sensor bug?

See circled portion of Screenshot.

That's HWMonitor....but your subconscious is telling you to switch to HWiNFO64

Is it the only software running? Sometimes bad readings come from multiple programs poling sensors....

This and GPU Tweak II, and the game itself.

So is this a bug with HWMonitor?

Yes, certainly a bug somewhere...max boost is 4.2GHz IIRC

Yep it is indeed a bug.

HWInfo64 reports a max clock of 4.2x Ghz which is consistent with specs.

HWMonitor is total crud to use on Ryzen/Threadripper, you'll find plenty of posts, on various sites, like yours wondering if they won silicon lottery.
