    Strange!
You've got some patience though. I think I would have returned something since that combo isn't working well.

I made a RMA on the 2080 rtx ti card from gigabyte aorus, but to be honest i think its the monitor.
But it is strange cuz another guy i spoke with he had a acer 27x 4k monitor and a evga 2080 rtx ti card.
And he had similar problem with the monitor failing back to 82 hz from 120 hz

Either its the monitor or the gfx card or they both dont like each other and keeps fighting over the hz

I want to add this :

For now i took out my 2080 rtx ti card and now i use the onboard gfx "card" using 60 hz 4 k ress. using intels gfx engine and windows monitor setup.
I tryed to trigger the problem using the enable/disable OC and tryed to reboot several times, but the monitor stays on 60 hz and dont change to 30 or 24 hz

So it should not be the monitor since it has a stable 60 hz on the onboard card ?¿

Looks like a G sync issue

I borrowed a 950 gtx card using the same cable and DP.
Then i tryed to trigger the problem by choosing OC 144 hz on/off in the OSD menu and reset the monitor options.
And i tryed to reboot several times and change screen settings in games that also triggered the problem.
Now the hz rate stays on the choosen setup ( look at pic )

I can use up to 98 hz at max with the 950 card, but at the cost of 4.2.2
So i also choose to use 82 hz Full RGB ( 4.4.4 ) with the 950 card

I tryed with both hz settings and they both stays. I havent seen any faulty 30 or 24 hz modes a whole day.
So this must rule out the monitor for being faulty i guess ?

I would say not completely faulty, yes. Based on what you know now I'd lean towards some bug in the GPU. There still could be some flaw in the monitor as well where it doesn't play nicely with certain setups. To know for sure you'd have to try multiple combinations of very expensive hardware; not really realistic.
