SpeedStep stopped working after migrating from 950 Evo to 970 Evo SSD...

I'm about 90% positive that it stopped working right after I cloned my install to the 970 Evo. I look at the task manager fairly often and would have noticed if it had happened before the hardware change.

Nothing suspicious is running the background. CPU and disk usage can be at 1-2% for minutes and the clock speed just sits at 4.2.

Here what I have tried so far:


  • CMOS reset then configured to a bootable state
  • Set SpeedStep from Auto to Enabled
  • Set C-State from Auto to Enabled
  • Switched between Balanced and Performance power plans in Windows
  • Set all the power plans to defaults

Updated BIOS to 3801 from 3703. No change.
Here's an export of my current BIOS settings.

Appears that none of the default power plans include the min/max processor state options. https://i.imgur.com/UPCeBtf.png Running commands(1 and 2) that supposedly add those options do not work.

The CPU stays at 4.2 during stress tests as well...
