Target Frequency Cache

Hi, when clearing the cmos and loading defaults the target frequency cache shows zero. Is this normal? After reboot it shows 4300. could this be a bug?
Cpu I s a 9900k.

That's the bios default. Anything up to 4700 is used for overclocked cpus. Performance gain is tiny, so it's better to find the maximum cpu stable frequency before tinkering with the cache.
