Is it possible to force BIOS to use selected VGA as primary?

I have 2x 208Ti in x16 slots which I am passing through to virtual machines (KVM-QEMU) so I am loading VFIO drivers during the linux boot.

I have also 710GT in x8 slot which I would like to be used as primary GPU all the time (for the BIOS and for the linux host), but BIOS automatically selects 2080 in first slot. Linux is using this VGA as primary as well so the console is not visible when VFIO driver is assigned to the 2080ti device.
