GTX 980ti fan issue

Hello,

I've had my ASUS ROG GeForce GTX 980ti for about three years now and it has been working well until a few months back when I noticed the fans sounds were much louder (I had built my PC to be as quiet as I could). Upon inspection, I noticed one of the two GPU fan revs fast and slow every second or so video link here and occasionally makes horrible grinding sounds (skip to 1m:27s). However, when I play a GPU demanding game both fan ramp up as they should and my PC runs quietly but when I'm just working on the desktop (or not playing a game) I get this constantly annoying loud revving and grinding sound.

The GPU is not overclocked. I have made no fan tweaks. I installed MSI Afterburner for one day just to see if I could troubleshoot but didn't really know what I was doing and couldn't get that secondary fan to run slowly so I uninstalled it.

As I said before, for over two years it has run perfectly and as far as I'm aware I have not installed anything new.

Any help would be welcome. Most forums I have posted on go unanswered and any posts I have found with similar issues usually result in an RMA or go unanswered.
