2700x any clock above 4ghz gives me the f9 code?

I had to RMA my original 2700x and just got this one, I've seen it boost to 4.8+ but for the life of me cannot go past 4ghz in bios or ryzen master without a complete shutdown or the F9 code - all under a custom loop. Anyone else experience this? Is there a secret setting I might be forgetting? I have disable all the auto OC's except PBO also, ram is F4-3200C14D-16GTZR and on QVL list - Maybe its the bios? I just updated to the latest, but before that I was using a 2700 as a stop gap while the RMA was going on so I wasn't benching anything.

Any help would be most appreciated!

Asus Crosshair VII Hero
Corsair HX1200 PSU
Vega VII
Gskill Trident 3200 (F4-3200C14D-16GTZR)
Custom Loop with a 360 Rad
Nvme boot drive with an ssd 500g

i had this problem use ai o/c then i restarted it went in to bios and change the setting 2 keep these setting then i type in my ratio try 4.1ghz build up is f9 to do with ram not sure
