Need to keep clearing CMOS to get screens to turn on

Motherboard: ASUS ROG Rampage VI Extreme Omega
BIOS 1 Version: 0602
BIOS 2 Version: 0218

If I attempt to boot from either BIOS 1 or 2 then the Q LEDs light normally and the LiveDash OLED displays Code A9 (start of setup) but the screens do not turn on. If I clear the CMOS I can boot again but after shutting down once or twice the issue comes back and requires clearing the CMOS again.

Once, I unplugged one of the monitors and it allowed the next boot to work but I wasn’t able to reproduce this again.

What should I do to diagnose further?

I've narrowed down the issue and it doesn't seem BIOS related after all.

It seems to be related to the HDMI output vs. DP output as well as the NVIDIA driver with shutdown vs. restart.

In Linux Mint 19.1 with the official NVIDIA driver 430.14, if I reboot the system then the displays will work normally. If I instead shutdown then the displays won't work during the BIOS boot stage but they come back after loading into X. Also, if I connect the monitors with HDMI instead of DP then they work whether the system was restarted or shutdown.

Strange right?
