Where is the 1903 BIOS for my X99 Deluxe II?

Dear Asus,

Where is the BIOS Update 1903 for the X99 Deluxe II? I've seen it had been released for the Strix motherboard but not for Deluxe II users? Why?

Is there a way that I can claim a different motherboard from Asus because they aren't supporting one of their most expensive X99 motherboards?

I'm really sick of how Broadwell-E users have been treated by Asus.
