QCODE 00 is a hardware error and not necessarily a CPU error. It has also been found to be due to DIMMs training/failing or poor cabling conditions. In fact I have seen many posts determining it to be PSU, GPU, DISK or poor cabling and connections. Even updating Bios has fixed the issue. As POST will not advance till the error is fixed and If it persists then you will have to disassemble the system and breadboard as the error could be related to Standoffs shorting or internal cabling.

Start with just the MB and PSU connected then add one component at a time till the culprit is found checking your Qcode at each power up.
