dont know how big the problem it is for B450-E board user nor knowing if you experience same issue with other bios.
One thing I would do though, pull the motherboard out and just put it on the box that come with it to test it to make sure there is no shorting from the case that you are using.
And if it is still happening, I would 1. return/exchange if it's still possible, 2. RMA with ASUS.

My next step is to buy another Ryzen 1200...see if it works in dual channel.

    Currently taking further troubleshooting steps:

I'm documenting this as much for a potential RMA as I am to hope by highlighting my issue that a bios update can be issued.

easier to test it just by putting on the cardboard box that motherboard came with to make sure it's booting properly and not getting shorted from installing in the case.
that's normally what I do when I put together a computer for friends to make sure everything works before I put too much effort into installing everything.

I will just connect a minimal amount of hardware
CPU, heatsink, memory, and graphic card, dont bother with harddrive yet.
since all you need is to make sure it can boot into bios with the ram sticks populating the right slot.
and if it works with minimal setup, slowly adding hardware. then eventually putting it back to case.

good luck on finding out what happen and maybe solve the problem.

ps: maybe also check the back of the motherboard around memory area.
if you notice anything weird, might be worth taking picture and share to Asus.
    it might help
