Upgraded CPU, Motherboard, ram, and SSD. Cannot boot past BIOS, freezes everytime.

Motherboard: Asus ROG z390 e-gaming
Memory: 16gb Corsair Vengance DDR4
PSU: Corsair CX750M
SSD: Silicon Power 512GB NVMe M.2
GPU: Asus ROG STRIX 1070ti

So I'm pretty desperate at this point because I have no idea why it's freezing every single time. I'm using a fresh SSD and a copy of Windows on an external HDD to boot the computer (media creation tool). I have even taken my computer to a local computer store to try: a different power supply, a Windows CD, 2 different disc drives, multiple different sticks of ram, and I even called ASUS who sent me a replacement motherboard (Thanks again!). None of these fixed my computer.

My guess is either the CPU (although the motherboard seems to read the CPU just fine in BIOS) or some setting in the BIOS I'm unaware of. My knowledge of computers is fairly small so any help will be appreciated.

Reset bios to all defaults, It's like you turned on something that is not part of your system like hyperx card support or something See if that helps.
