Fix found and working consistently on reboot.

In search type regedit and navigate to:

    Computer\HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\S ervices\

If you see the following two entries:

    AMDRyzenMasterDriverV13
    AMDRyzenMasterDriverV14

right click AMDRyzenMasterDriverV13 and delete it.
    reboot.

This way windows can correctly load the v14 version RM requires to function
I already had seen this, but yes it works!

I've seen this behaviour on an Asrock X370 Board with AGESA 1.0.0.3AB.

Something might be overheating on your system. Either CPU, the VRM, or something else.

Naah he means that if he's rebooting from Windows, the Board shuts off completely and turns on again. This can be witnessed on other boards with AGESA 1.0.0.3AB.

Ha, ok. My z170 maximus ranger would shutdown, when I initiated a shutdown in windows, then restart on its own. Only happened after playing games during the hot summer. I thought it was similar.

    CH7 - 3800x - NZXT X62 - XFlare 3200 [DOCP + manual timing |1.35v]
-Balanced plan ( not the Ryzen one )
    -pbo enabled +200Mhz
    -CPU voltage Auto

    no crazy t° or voltage [0.950v / 36°c idle | 1.36v / 77°c CB15 load]

at least, for me, the last Bios work pretty well.

Asus, can you please make these changes to your bioses in general?

1: Let us control fans, even when temps are above 72c, to save us from further tinitus
2: Let us Disable/Enable/Auto(which would be enable) HPET and Spread Spectrum in BIOS

Make your customers happier, use 1-2 hours on a few Quality of life tweaks for us!
