I have an ROG Strix 2080, and am experiencing Stutters randomly for about a minute at a time on the desktop, opening the start menu, scrolling in the browser, and all games, but it doesn't seem to affect FPS. It seems to be something with GPU accelerated rendering. It only happens every so often. Does this look like a hardware issue? Should I send it in for warranty? I have used DDU to uninstall and reinstall, along with removing afterburner and rtss, and it still happens. You can see it best at the beginning of the video with the start menu almost lagging/glitching, and again with the pause menu opening and closing as well as moving around in game.
