3200 speed seems to get me the best clock speeds with 3900x. If i go back to 3600 speed - I never see my 4.5 clocks again unless manually setting them in ryzen master.
I think it has to do with Infinity Fabric - I settled on 3400 ram clock and 1700 IF clock.

Ok, so like my picture above shows my ram is 3200mhz cl14 out of the box. If i run DOCP (3200 CL14) the boost frequencies are normal or operate as "intended" with two cores hitting 4,375mhz while the rest of the cores are 3,500mhz+. one could call the configuration stock or default.
Now, if I change from DOCP to manual and physically set ram and IF frequencies to 3200mhz/1600mhz while physically changing timings and ram voltage, I get a CPU all core frequency of 4,200mhz. If I overclock the ram to 3600mhz, the CPU response is the same.
Actually, I apologize. I thought I was clear on that at the beginning. My thought process is DOCP is stock/default and Custom timings is considered overclock. Although, with a concern for high ram speeds and lower cpu frequencies, I can see the confusion.Last edited by RSFoxx; 09-02-2019 at 04:28 PM.

This is kind of interesting. So, you are saying that with higher ram speeds, you are getting lower core frequencies? I don't believe thats how the CPU was "intended" to operate. I do understand that higher CPU temps yield lower cpu frequencies but from my research 3600mhz is close to the sweet spot. On bios 2501 I could easily overclock ram and CPU boost frequencies did not change a bit. Only issue was boost speeds would max out at 4,350mhz (on the 3700x max boost 4.4ghz) and default voltages were a bit on the high side.

asus rog crosshair vii hero - bios 2703 - deacrease performance
After install Bios 2703 after installing bios 2703 i noticed an amazing performance decrease of my ryzen 2700x processor mainly in the use of image rendering. I venture to say that it has decreased by 50%. I returned to Bios 2501.

Same here. Any BIOS after 2606 results in the same (talking about official and beta and even with the latest SMU mixed with 0002). At first -- I only noticed the decrease in memory bandwidth, but then I tried CB 15 and I lost about 120 points. This is using the same multiplier (42.8) on 2606 and everything after.
