Long NVME SSD Boot Time and Blinking Cursor Prior to Boot

When booting my computer I get a blinking cursor in the middle of my screen (15 Sec into video). Also I'm getting boot times of 23 second which seems long for a brand new SSD with a fresh install of Windows 10. Is anyone else experiencing the same thing and is this normal?

Bios:2703
MB: C7H Wifi
Boot Drive: 970 EVO SSD (Fresh Install of W10) (Installed in Bottom Slot)
CPU: 3900X

There's a lot of hardware on C7H, my fastest booting PC is a Haswell system with a lowend B85-mobo stripped bare of features. Has nothing to do with your NVME.

Watching the video seems normal to me...

The blinking cursor at post came about when 2xxx version UEFI came about, ie when probably "next gen CPU support" was started to be added...
