Please help - did Sotel.de send me a refurbished 3700x ?

Please see the enclosed images, to anyone that has a 3700x...is the round see through sticker part of the original packaging?
Once I carefully peeled off the sticker I saw someone had used a knife to slice through the original factory seal.
Can anyone confirm?

Don't see how you could refurbish an CPU.
It either in an working condition or it's not.
That's not to say someone didn't open the box to take a look.
Possibly it was an ex-demo unit or an customer return.
I would test it to see if it's stable under load and boosting correctly.
Little point complaining or sending it back really, if it's working ok.

My 3900X didn't have the round see-through sticker. Just the white barcode seal.
