    Ryzen/Threadripper does not idle in UEFI it can boost, so you will see higher temp than you'd expect. Get yourself a wall socket power meter and you will see higher power draw in UEFI than when idle in OS.

    It can be ram, PSU even the CPU.
    If RAM is felherhaft.
    PSU not compatible.
    CPU is deficient

    Whom possible other PSU testing and other Ram.

    There is no need for this testing in my opinion. As stated CPU does not idle in BIOS, modern UEFI is like a mini OS and Ryzen/Threadripper will boost in that scenario.

    I mounted the tower cooler myself and the way it is mounteed leaves no error. The only thing I may did wrong was the the allpication of the thermal paste. Because when I mounted and tightened it up, it overflew just a bit. I didn't think it was a serious issue though. Is it?

    I do not think there is anything wrong with your system.

    Mine is water cooled, room ambient is ~21.1C. See the blue box in below UEFI screen shots of my system.

    Working as intended. As long as, at 100% load is sub 85 degrees you have nothing to worry about.

    The maximum temp for this Ryzen is 63 degrees... So I think it is a bit hot.

    I know that. But I see in the video that Live Dash outputs a code 35 and stays there. Maybe I'm wrong because after Tozoglu Starter we don't have any follow up,

    No. It is just a check I think. It doesn't stays there. It checks CPU, Memory, HDDs. Then loads windows.
