2 mm thermal pad is way too thick, its only going to make temperature worse.......

OP made a good fix, thin copper shim and thermalpaste ))

I'm having similar problem with my ASUS PRIME X570-PRO MB. I think the main problem is that my GPU blocks chipset fan airflow, because GPU heatsink covers 95% of chipset fan intake airflow. I don't know what ASUS was thinking about when implementing such poor MB design. They must be shifting chipset fan 2-3cm lower to avoid GPU heatsink overlapping with chipset fan. ASUS can look at MSI X570-A PRO MB design for example where we can see a big fan much lower than GPU location.

Chipset temp in my case is 6x-8x degrees even though I have 4 additional case fans that are always at 100% rotation speed, where 3 fans (2 on the front panel + 1 on the side panel) is blowing cold air into GPU + chipset location.

FVCK! That's hot! I suggest putting a NH-D15 chromax.black on it with some thermal grizzly.
"But it won't fit!" You say. Make it fit!
