Pc not tutning on help

hello everyone
i have trouble with my pc i try turn on my pc today and it's not turning when i press turning key on case coolers and leds turning on a 1 sec and no more i try clear cmos but anyway so somenone can tell me how to solve my problem?

1 second on then off ... and you can do this again and again ... replace the BIOS battery CR2032 with a new one and see if this fixes your issue.

1 second on then off ... and you have to disconnect the PSU or turn it off at the PSU or the wall before you can power on again. Would be dead-short
