Microsoft Virus - Would Microsoft send a notification with phone number?

Microsoft Virus - Would Microsoft send a notification with a phone number? I received a notification that popped up about the same time I click on notification from JCPenney. When I click the notification it appeared in my browser as a warning.
The warnings stated something like my registration key was locked and I had to call the number to get it unlocked. At this point, my browser was locked but not the rest of my computer. So I went to the task manager and did an "End Task" for the browser. I then executed the browser again and as you can see it is working.

I really don't want to restart my computer as they warned me that it would be locked. I highly suspect a virus. As anybody else had this issue.
