ASUS Strix Graphics card RGB headers use cases

Hello,
I have ROG-STRIX-RXVEGA64-O8G-GAMING and it has RGB header (4pins) , what are the use cases for those pins ?

Can they be used to drive Lighting in the following fan I already bought ?

Note: My motherboard is not ASUS and does not have any RGB lighting.
