ASUS Strix GTX 1070 code 43 error (no display) TRIED EVERYTHING I COULD

I've been trying to solve this issue for the past month, after coming back from a 5 month trip.
At first it worked fine, then a black screen displaying 'no signal'. I plug my monitor cable into my CPU and I get display again.
I check device manager, and see a yellow question mark next to my NVIDIA GeForce GTX 1070, stating code 43.
The GPU seems to be on, showing a white light. When starting my PC, fans turn on for a second before stopping again.
    Also it's sagging (picture: https://i.gyazo.com/38322138d10f1619...db91df33c7.jpg).

I made a thread on the nvidia forums and this is what I've done so far:
    -updated and reset bios
-removed old drivers and installed newest (version 431.60) using DDU.
    - cleaned pcie connectors, reseated GPU and checked cables.
-propped up the card with lego blocks to "fix" sagging

After all this is still have no idea if it's a broken GPU (also why would it suddenly break, it's less than 2 years old) or maybe not enough power (650 watt, but hasn't been cleaned for a while since i was gone). I don't have much to spend, which is why I spent so long troubleshooting. Is it worth spending money on a new GPU and see if it works?

EDIT: I don't have any other GPU or PC available to test.

I would try just another gpu and if it is the gpu you can try to fix it with a oven. Just google it worked for mine.
