ASUS ROG Maximus XI Hero Z390 Slow boot from M.2

Since building my PC Windows has always stuck on the spinning circles screen for around 20-30 seconds which is too long for a M.2 I think, the whole boot process into Windows takes around 60 seconds. I have done a full fresh reinstall of Windows 10 but it has the same issue.
I have unplugged all SATA drives which makes booting a little fast but not a whole lot, I have also tried removing all USB devices this makes no different at all.

Anyone else got the same MB running M.2 with similar boot time?

Specs:
ASUS ROG Maximus XI Hero Z390
8700k OC to 5.0Ghz (I've tried removing to OC as well)
16GB Trident RGB RAM
ASUS ROG STRIX 1080Ti
500GB Samsung 970 Evo m.2 (Boot drive)
1TB Samsung 970 Evo m.2
500GB Sandisk Plus SATA SSD
500GB Sandisk Ultra SATA SSD
2TB WD Green
3TB WD Green

Did you have install die samsung nvme 3.1 driver in WIN10 yet? Without this driver installation the booting prozess is very slow...
