problem solution
i think i know way fix this stuttering, its about the power management mode or maybe you can go to battery and change power plan setting set to balance mode. and for now i'm fine playing any game without those massive fps interruption . and also if you use the nvidia graphic card, make sure you put the program setting to its application mode, like specific .exe and put it high nvidia graphic card, not the high global nvidia graphic card. hope this can help anyone which had this problem.
