On Z390 downoad page I see 10.1.18836.8283. On newer motherboard 10.1.18838.8284

I don't understand the difference, all drivers are same version

It is that the device must be present but hidden (and not used as you can see it in Driver Store Explorer).

Follow this process : Press Windows key + X > "Device Manager" > "View" > Check "Show hidden devices" > "Sofware components" category > Uninstall "Intel(R) Management and Security Application Local Management" hidden device by right-click Uninstall device (Checked the box allowing to delete the attached driver at the same time) > Restart your PC.

MoKiChU only uploads official WHQL certified drivers.
It's jus some drivers come with bloat, so he provides only the drivers, and not the software bloat so no unnecessary crap runs in the background.
