Hi there. Have you checked the drivers? I had the same problems and it was solved really easy by re-installing the software. I think that it should work for you too, you can also try reinstalling windows, if it's a software problem it's going to be solved 100%. I remember that because of this problem I couldn't play my favorite game, World of Warcraft, and it was really bad. I have even ordered a wow raid leveling, because I couldn't complete the raids because of this issue. I was really shocked when I have solved that problem, it was so easy! Omg, I have wasted a lot of time because of it!
