Difference between the Windows Playback Device sample rate and Xonar Audio Center one

I have a Xonar DSX sound card and I have installed its software and driver.
Now I've realised there are two different sample rate settings, one from the Windows playback device, and one in the Xonar application...
Changing one doesn't seem to affect the other, so must be separate "settings", so what's the difference between them?
In any case, I know it's good to set them both to be the same.
