Yes, I tested separate pairs of the sticks. I am glad they are okay.
Hm. Now, I shan't do exactly what you suggested. I set things to run at 3600 MHz CL15 and your initial voltages for now, as it is a smoother experience than 3200 MHz CL16. I take it that with tweaking BIOS I could ultimately get this kit to run at 4000 MHz CL15, so I will keep it. Also, this kit was a pain to obtain, it cost me e-mailing every local vendor, getting tons of nays, and then waiting about half a month to get it when I happened to find a vendor who was actually able to order it for me. Like, no way I am returning it now.
All, heartily thanks for the help! I will continue learning how to tinker with the kit. <3
This is how it looks like for me now at 4x 8 GB. Please, go easy on me, tweaking newb here:
Ai Overclock Tuner [Auto] -> [XMP II]
BCLK Frequency [Auto] -> [100.0000]
ASUS MultiCore Enhancement [Auto - Let BIOS Optimize] -> [Enabled - Remove All limits]
CPU Core Ratio [Auto] -> [AI Optimized]
DRAM Frequency [Auto] -> [DDR4-3600MHz]
Xtreme Tweaking [Disabled] -> [Enabled]
DRAM CAS# Latency [Auto] -> [15]
DRAM RAS# to CAS# Delay [Auto] -> [16]
DRAM RAS# ACT Time [Auto] -> [36]
DRAM RAS# to RAS# Delay L [Auto] -> [10]
DRAM RAS# to RAS# Delay S [Auto] -> [4]
DRAM REF Cycle Time [Auto] -> [700]
DRAM REF Cycle Time 2 [Auto] -> [520]
DRAM REF Cycle Time 4 [Auto] -> [320]
DRAM FOUR ACT WIN Time [Auto] -> [48]
Maximum CPU Core Temperature [Auto] -> [90]
CPU Core/Cache Current Limit Max. [Auto] -> [255.75]
Long Duration Package Power Limit [Auto] -> [4095]
Package Power Time Window [Auto] -> [448]
Short Duration Package Power Limit [Auto] -> [4095]
DRAM VTT Voltage [Auto] -> [0.72500]
Cooler Re-evaluation Algorithm [Normal] -> [Very inclined to update]
DRAM Voltage [Auto] -> [1.44000]
CPU VCCIO Voltage [Auto] -> [1.20000]
CPU System Agent Voltage [Auto] -> [1.25000]
Dual Tau Boost -> [Disabled] -> [Enabled]
Then, in the Asus' Intel Extreme Tuning Utility, I set the top cpu frequency higher than the AI would like.
Update:
This was also tested with 14-15-15-35 timings on this module. So, F4-4000C15Q-32GTZR @ 3600 MHz CL14 .Last edited by martine-dee; 08-25-2020 at 03:57 PM.

I would keep the CPU at default/Auto until you get the RAM working stable at XMP.
I know 4000/15 is pretty tight(stressful for IMC) and OC the CPU especially using AI will cause issues/crashing in my experience. Asus is too optimistic in the little I experimented with it. Most of the 10th gens are already very close to the limit of clocks. And when you combine higher frequency and tight timings it make it that much more demanding to OC the CPU. It is a balancing act of the two. Pushing one will effect the other.
You might have an easier time getting something like 4100 or 4133 16/16/16 working. I know I can run 4200/16/16/16 easier(lower voltages) than 4000/15/16/16.
I have found I need VCCIO and SA around 1.3-1.4 range to be stable when running in the 4000/15 or 4200/16 range. (auto sets 1.4-1.5 range on z490 and 1.3-1.4 on z390)Last edited by bscool; 08-21-2020 at 01:59 PM.

That is a very nice piece of sound advice. I will try that in the future.
For now, I know that the RAM will fail at XMP, even if the CPU is at the stock speed.
It settled at 3600 MHz CL15, where it passed a night of memtest. I tried 3800 MHz, which yielded new error floods. Then I tried 3600 MHz CL14, as in 14-15-15-35, and that actually works on a few passes of memtest, giving me no trouble otherwise. I will let memtest verify that one the next night (update: it was successful). There is no reason to hurry or overwork myself over this, since the kit is good, and I've got lots of time to get it to that 4000 MHz CL15.
Btw, 3600 MHz CL14 is very close to 4000 MHz CL15 latency. Perhaps there is no real need to push it further.
Update: I tried vccio/sa in combinations: 1.3-1.3, 1.3-1.33, 1.33-1.33, 1.3-1.35 and the XMP, which yielded immediate errors in memtest.Last edited by martine-dee; 08-26-2020 at 06:49 PM.

I finally updated my BIOS to v0704... The problem I still have with my Board is (DIMM Slot # 1) and it's not the memory modules, because I have switched them around and they all work, but the second I put one on (Slot # 1) my setup won't boot up, I keep getting the red to yellow indicator, then it stays on yellow "Memory Issue" ??... I have no issues with (Slot # 2,3 and 4). I think I need to RMA my Board, but I'm afraid of the long waiting process on the RMA due to "COVID-19" lack of staff members. I would be down and out with no PC until that arrives to me - I purchased my Board at the Asus Store.
Because of "COVID-19"
ASUS should send their customer with an RMA ticket the new product first and then give the customer a time frame to send the RMA product back or the customer will get billed for the new replacement product if they don't receive the RMA... I believe that's 100% fair.*Lian Li PC-011D (Black) *i9-10900K *ROG Strix Z490-G *Nzxt Kraken Z63/Corsair QL Series *Corsair Vengeance Pro RGB 64GB (4x16GB) DDR4 *Corsair HX1200i *EVGA GeForce GTX 3080 Ultra FTW3 *Samsung 970 Evo M.2 1TB *Samsung 960 Evo M.2 500GB *Samsung 840 Evo Series 1TB SSD *Asus ROG Swift PG43UQ *Corsair K70 RGB *Corsair Dark Core *Corsair Gaming MM800 *Corsair ST100 *Razer Nari Ultimate.

Hey that's awesome, i've been waiting for a newer bios as my ram kit doesnt run stable at it's XMP profile of 4000-cl17 @1.35v, 3800-cl16 @1.35v works fine with no error though, just expected a bit more OC room with Samsung B-die sticks
Let me know how that BIOS runs for you
