GL503GE Fan can't adjustable even using Fn+F5

Hello, could someone help me with my ROG GL503GE, i just reinstalled the windows, n now my laptop's fan isn't adjustable, even when i using Gaming Center, or Fn+F5..

Before i reinstall the windows, i can hear the fan when overboost, but now, when i set it to overboost, i can't hear anything from the fan.
and now when I'm playing a game, it run into a fps drop, and it make me can't play a game.

If you are in BIOS or safe mode, does the fan run?
