    Overclock Issues with by core usage

    CPU: Core i9-10900k
    RAM: 32GB DDR4 3600
    Motherboard: Asus z490 Hero Wifi
    GPU: EVGA GTX 1070ftw
    OS: Windows 10
    System BIOS: 0069
    OS Build/Version: Windows 10 Enterprise 2004


    When trying to over clock by core usage with 5.2ghz 3 cores, 5.1ghz 6 cores, 5.0ghz 10 cores with a -1 AVX offset i noticed my frequency gets locked to 4.9ghz and occasionally get blips of 5.0 but never go past that.
    I've tested this using cinebench R15/R20 on both single and multicore and also had HWinfo running while playing games or doing regular desktop work and none of the cores go past 4.9/5.0

    has anyone else experienced this issue?

    So far ive tried a fresh install of windows,
    bios version 0504, 0607 and beta 0062 and 0069.
    updated drivers via intel driver & support assistant

    do u have mce disabled? if so dont, use auto or enabled
    2) do u have cstate disabled? if so dont, by core usage requires cstates enabled

    Both where set to auto, I changed them both to enabled and had no luck, still the same 4.9ghz.
    I am still on the beta bios 0069, not sure if i should switch back to 0607 for testing.

    You have an AVX offset. 5ghz all core -1 equals 4.9. There is no app today that doesn't use avx instructions. Remove the offset.

    Cinebench R15 doesn't use AVX so i should still be hitting 5.0ghz all core and 5.2 single core.

    I actually noticed also, when I run cinebench on single core i get 4.9ghz but when I run it multicore I get 5.0.
