UPDATE: A reinstalled Win10 fixed it!
Glad you fixed it tho you really should't have to reinstall, my way is always to back track all the way and revert everything that may have caused issue then find the proper way to fix it, from experience i just reproduce error if i reinstall anyway, while if i find out what caused it or how to fix it gives me less stress.
