I notice constant thermal throttling on my laptop, even on Silent - Mode. I wanted to do underbolting but it turned out that BIOS had been locked to do this. Take note my laptop just had a fan cleanup and thermal paste re-apply, and still thermal issues persist. So my option now is to underbolt. Pls help.
