Just got a used Asus 2080 ti strix oc, did I get a bad card?
I just got a used Asus 2080 ti strix oc, and it works great, but when I raise the power slider to 125 it performs worse than on stock, and when I overclock just to 130 on the core it has artifacts on heaven benchmark, did I get a bad card?

Not necessarily. It just means you've already reached your card's overclocking abilities. It artifacts because it's unstable with the adjustments. This card is an OC version of the Strix 2080ti, so it has already been pushed to its limit.
