In general blower cards have been shown to be less effective at cooling GPUs. In some builds like SFF cases where there is inadequate ventilation then a blower can help but for most ATX builds they are worse. Hence most brands have moved away from blowers because they want their cards to top the performance charts. Even the next generation AMD reference cards are abandoning the blower despite being a hold out for years.
