Constant stuttering on high fps.

Randomly on start up, I am getting a noticeable constant stutter in games but my FPS is the same as it was before. Even on the desktop I am noticing it.

Wasn't happening before and only happens on some startups, where I have to restart and it seems to go away until the next time.

I also play on an external monitor, and one thing I noticed when this happens, is when I log in, and it wont save my second screen settings from last time.

Should I be worried? I feel like this happened after an update on windows.

Have you updated your video card's drivers? Not sure what refresh rate you're playing on, but make sure you change that via your control panel. I.E. If you're using 144hz, make sure it's set to 144hz.
